The Role

To strengthen our access and value strategy in the fields of oncology and chronic diseases, we are looking for an experienced and strategically minded Market Access & Government Affairs Head to join our Italian affiliate.
Reporting to the Commercial Director and overseeing the Field Access, Government Affairs, and Tender teams, the candidate will lead strategic, operational, and analytical activities to ensure the positioning, pricing, and reimbursement of our therapeutic solutions—ensuring patients can benefit from them as quickly as possible.
Key Responsibilities:
- Develop and implement access and pricing strategies for the entire product portfolio, in close collaboration with local functions and international teams.
- Oversee the preparation of dossiers for regulatory and negotiation authorities (AIFA), ensuring scientific consistency, methodological rigor, and editorial quality.
- Lead negotiations to obtain pricing and reimbursement, ensuring timelines and conditions align with corporate objectives.
- Collaborate with local health authorities (e.g., Regions, Local Health Units) to facilitate territorial access to Accord products.
- Provide robust contributions to planning and budgeting cycles, ensuring accurate forecasts on price and access.
- Build and maintain strong relationships with key stakeholders (e.g., institutional decision-makers, payers, regulatory bodies) to foster optimal access conditions and position Accord as an active player in healthcare policy decisions.
- Promote a culture of functional excellence and continuous improvement within the Market Access Directorate, working in close synergy with all company functions.
- Work closely with the Commercial and Medical teams to align value communication and access strategies.
- Monitor regulatory and policy developments in the Italian healthcare system, assessing their impact on corporate goals.
- Represent Accord at institutional events, national forums, and meetings with authorities to enhance external visibility and corporate positioning.
Tender Management:
- Supervise the preparation, submission, and follow-up of tender bids using dedicated tools (e.g., Tender Alert, Tender Track).
- Coordinate activities with external procurement centers and ensure proper company registration on centralized and regional procurement platforms.
- Ensure timely and compliant bid submissions, managing supporting documentation in accordance with Italian legislation and corporate SOPs.
- Continuously implement and update a comprehensive SOP dedicated to tender management.
- Monitor and analyze tender outcomes to support future strategic decisions in pricing and tendering.
The Person
Education: Degree in Economics, Health Economics, Pharmacy, or related disciplines; Master’s or PhD in Health Economics, Health Policy, or Market Access preferred.
Experience: Comprehensive experience in Market Access and/or Pricing & Reimbursement within the pharmaceutical industry, consultancy, or institutional roles, with proven success in launching innovative products.
Key Competencies:
- Deep knowledge of drug evaluation methodologies and Italian institutional dynamics (AIFA, Regional Health Systems, Therapeutic Plans).
- Strong analytical and modeling skills (HTA, budget impact, cost-effectiveness).
- Strategic vision, scenario planning, and anticipatory capabilities.
- Strong understanding of healthcare system organization dynamics.
Leadership:
- Experience leading teams and developing people.
- Collaborative mindset and ability to manage complex stakeholders.
- Excellent communication, negotiation, and interpersonal skills.
Languages: Fluent in English, written and spoken. Experience in international settings is a plus.
